You need to hold Vehicle Recovery Service Vehicle ("V" Endorsement) Unit Standard 17580 on your driver licence in order to perform a vehicle recovery service on NZ roads

Cost to do this course
If US 24089 Demonstrate knowledge of fatigue management, work time, and driver logbook requirements is required you will need to complete both Unit Standards 24089 and 17580.
The cost of this course including GST is $1058 plus any additional loading fees payable to the NZ Transport Agency Licensing Agency.
If you already hold US 24089 the cost of this course including GST is $685.00 plus any additional loading fees payable to the NZ Transport Agency Licensing Agency.
Course Pre-requisite
Minimum NZ Class 1 Full Driver Licence held for at least 2 yearsUnit Standard 24089 (Fatigue management, Work Time, and Driver Logbook Requirements) Note: Licence endorsement and licence class systems work together
The application process can take up to 8 weeks.
- a Class 1 Full driving test (if you have not completed one in the last 5 years),
- a full medical examination including eye test (if you have not provided evidence of one in the last 5 years)
- a fit and proper person check every year,
- evidence of the successful completion an approved NZ Transport Agency course such as this one.
You can make application for the V endorsement at an approved licensing agency such as the VTNZ or AA before any of the other processes are completed.
This is a handy option as the Fit and Proper Person check is normally the process that takes the longest, (up to 8 weeks)
Once you have made application for your V endorsement you can continue to complete the other requirements at a pace that best suits you.
Course Outline
Two Day Course: Unit Standard 17580 and Unit Standard 24089
Day One: Theory Unit Standard 17580 Demonstrate knowledge of driver requirements for endorsement V (vehicle recovery) including:
- What is a vehicle recovery service
- What is a vehicle recovery service vehicle
- What are your responsibilities as a vehicle recovery service vehicle provider
- What are your responsibilities as the driver of a vehicle recovery service vehicle
- What are the relevant sections in the Transport Licensing Act 1989 (TSL Act) that relate to a vehicle recovery service
- Demonstrate your knowledge of driver licensing requirements for a vehicle recovery service resulting in a V endorsement
Day 2 if required: Theory; US 24089, Demonstrate knowledge of fatigue management, work time, and driver logbook requirements that includes:
Students that hold US 24089, Demonstrate knowledge of fatigue management, work time, and driver logbook requirements will need to provide evidence that you have completed this unit standard
- Identify causes and symptoms of fatigue, and effects of fatigue on driving performance.
- Describe life management skills and work related measures that can be implemented to prevent fatigue.
- Identify the work time requirements and penalties prescribed by legislation.
- Identify driver logbook requirements and associated penalties prescribed by legislation.
- Describe the management of work time records contained in driver logbooks, and identify associated penalties prescribed by legislation.
- Complete driver logbook entries.
IMPORTANT NOTE:
You are NOT licensed to drive a vehicle recovery service vehicle on a New Zealand road until you have successfully complete the application process and received your new licence displaying the V endorsement.
